<title>Members of Congress Champion Marine Workforce</title>

<description><![CDATA[WASHINGTON, D.C., June, 29, 2022 — The Marine Retailers Association of the Americas announced today that members of the U.S. House and Senate have stepped up and highlighted their support for the MRAA’s recent submission to the Apprenticeship Building America grant program hosted by the Department of Labor. Members of both chambers sent letters to the Department of Labor highlighting their support for the program and the immense impact it would not only have on citizens and businesses in their districts, but also the recreational boating industry at large.<br /><br />“The MRAA and the recreational boating industry cannot thank the members who have stepped up to support the BOAT Jobs Grant Application enough,” said Chad Tokowicz, Government Relations Manager at MRAA. “Your support for this initiative and the workforce of the recreational boating industry is laudable and further highlights your commitment to your constituents and improving the outdoor recreation economy as a whole.” <br /><br />Again, the MRAA wholeheartedly appreciate the members below who supported our grant application:<br /><strong>&nbsp; &nbsp;• Sen. Langevin (D-RI-02)</strong><br /><br />As submitted, the grant application outlines that MRAA would create multiple Registered Apprenticeship Programs, in coordination with industry partners, along with several Regional Registered Apprenticeship Hubs. Those Hubs would allow MRAA to deliver the necessary resources and programming for meeting the program’s goals through regional partners. The grant proceeds, which could provide MRAA with as much as $8 million over four years, would fund the creation of technician and other service department apprenticeship and education programs, in addition to providing seed money for industry businesses to subsidize the costs of hiring apprentices. Grant funding will also support the development of a national career awareness and a recruitment marketing program to increase the visibility of the marine workforce. <br /><br />Over the last decade, the boating industry workforce shortage has grown. A 2017 MRAA survey solidified that notion, revealing that by 2019, the number of open positions in dealerships would exceed 31,000 — that number does not even include vacancies of manufacturers, suppliers, distributors and other marine related businesses. The expected workforce deficit was much higher than predicted, in part due to the number of dealerships growing nationwide, and was no longer only a human resources issue, but also an economic concern. And then the COVID-19 pandemic hit. <br /><br />The MRAA is awaiting the Department of Labor to announce the winners to the Apprenticeship Building America grant program. Slated to start in July, we expected the announcement will come shortly. <title>New York State Passes Right to Repair; Exempts Marine Industry</title>

<description><![CDATA[ALBANY, N.Y. —  June 22 —  The Marine Retailers Association of the Americas, the National Marine Manufacturers Association, and the Coalition Opposed to Illegal Tampering have made immense progress in New York after meeting with Senator Breslin to inform him of the potential harms right to repair legislation could have on Marine and other off-road industries. Ultimately this outreach resulted in the New York State assembly passing an amended version the Digital Fair Repair Act (<a href="https://nyassembly.gov/leg/?default_fld=&amp;leg_video=&amp;bn=A07006&amp;term=0&amp;Summary=Y&amp;Actions=Y&amp;Text=Y" target="_blank">A.7006B</a> and <a href="https://legislation.nysenate.gov/pdf/bills/2021/S4104A" target="_blank">S.4104A</a>) that would exclude the marine industry and the off-road sector at large from the law. <br /><br />Introduced throughout the country, right to repair legislation will allow independent repair providers, including individuals or businesses, the same access to the firmware, source codes, and other proprietary information and tools needed for repair as authorized repair providers. While the MRAA and the Coalition Opposed to Illegal Tampering support repairs done by owners, we recognize the inherent safety and environmental implications making this information available to unauthorized or “independent” repair providers.<br /><br />Unamended, the Digital Fair Repair Act (A.7006B &amp;S.4104A) introduced by Representative Fahy and Senator Breslin respectively, would have allowed uncertificated technicians and users to access the source code of Marine engines, electronics, and additional products like farm and forestry equipment. As originally written, this legislation was intended to provide users and owners of computers, cell phones and other consumer electronics the ability to make repairs without the need of authorized repair providers. However, due to the unspecified language of the bill, it would have expanded those allowances to marine technology, farm equipment, medical devices and more. <br /><br />However, due to continued outreach with Senator Breslin, a last-minute amendment to the bill was made to exempt the marine industry and other off-road sectors. The MRAA, National Marine Manufacturers Association, and other industry partners appreciate Senator Breslin’s willingness to engage with the marine industry and off-road segment at large to not only hear our concerns, but amend the bill accordingly.<br /><br />“On behalf of the recreational boating industry, thank you Senator Breslin for amending the Digital Fair Repair Act to exempt Marine products, and for looking out for the vitality of New York boating businesses,” said Chad Tokowicz, MRAA Government Relations Manager. “We hope that this legislation can serve as a template, and that other states follow the leadership of Sen. Breslin to also exempt the marine and off-road sectors.” <br /><br />As Right to Repair legislation continues to surface throughout the country, the MRAA and the Coalition Opposed to Illegal Tampering continue to monitor these bills and educate key members of state legislatures on their environmental and safety implications for the marine and comparable industries. <title>MRAA Defends Wake Surfing in Minnesota</title>

<description><![CDATA[<p><span style="font-size: 16px;"><em>•	Joins NMMA, WSIA to testify on behalf of recreational boating access at Lake Minnetonka meeting</em></span></p><p>MINNEAPOLIS, MINNESOTA, June, 22, 2022 – Chad Tokowicz, Government Relations Manager for the Marine Retailers Association of the Americas testified in front of the Lake Minnetonka Conservation District (LMCD) board in support of fair and equitable boating access on the state of Minnesota’s most populous boating destination. Tokowicz joined representatives from the National Marine Manufacturers Association (NMMA) and the Water Sports Industry Association (WSIA) to highlight the positive contribution wake surfing makes to the Lake Minnetonka community and the importance of access for all types of recreational boating activities.<br /><br />In Minnesota, where boating reigns as the supreme warm-weather activity, wake surfing and the regulations surrounding the sport are a hot topic. The LMCD Board’s meeting, coined as a listening session, kicked off the process to evaluate whether additional restrictions are needed on Lake Minnetonka. The Board, established by the Minnesota State Legislature in 1967, is the governing body of Lake Minnetonka and is charged with overseeing regulations, safety, access and much more on the lake. <title>Anglers and Boaters Call on Youngkin to Move Menhaden Reduction Fishing out of the Chesapeake Bay</title>

<description><![CDATA[<p><strong><em>•	National and regional groups launch effort to protect the health of the Bay and coastal economy<br /></em></strong><br />RICHMOND, VA, June, 14, 2022— The Marine Retailers Association of the Americas and a coalition of 10 national and 10 Virginia-based groups is urging Governor Glenn Youngkin to move menhaden reduction fishing out of the Chesapeake Bay. The recreational fishing community is concerned that years of localized depletion from the annual harvest of over 100 million pounds of menhaden in the Bay has deprived gamefish like striped bass, bluefish, and weakfish of a critical food source.</p><p><img src="https://www.mraa.com/resource/resmgr/newsdocuments/VA_Menhaden_Social_Image.png" style="width: 50%; height: 340px; float: left; margin-top: 5px; margin-right: 6px; margin-bottom: 5px;" alt="Strop Industrial Menhaden Harvesting in Chesapeake Bay" title="TRCP graphic to support Campaign to stop Industrial Menhaden Harvesting in Chesapeake Bay" longdesc="Chesapeake Bay campaign to STOP Menhaden Harvesting" />Menhaden, small baitfish that are essential in the marine food web, are commercially harvested by a single foreign-owned company, then ground up and “reduced” to make pet food, fish meal and other products. <br /><br /><strong>Organizational &amp; Coalition Support</strong></p><p><strong>&nbsp;</strong>Organizations including the Theodore Roosevelt Conservation Partnership (TRCP), American Sportfishing Association, Coastal Conservation Association, Marine Retailers Association of the Americas, and the Virginia Saltwater Sportfishing Association (VSSA) are dedicated to maintaining the health of the Bay, the region’s economy, and the broader marine ecosystem in the Atlantic. The coalition, which represents thousands of anglers and conservationists from Virginia and beyond, sent a letter to Governor Youngkin today asking that reduction fishing for menhaden be moved out of the Bay until science shows that it isn’t having an impact on fish and habitat.</p><p><br />“Our members have witnessed years of decline in our striped bass, and we believe there is a causal relation to the menhaden reduction industry in the Bay,” says Steve Atkinson, President, VSSA. “Large-scale reduction fishing is outlawed by every other state on the East Coast, so it’s high time that Virginia took action.”<br /><br />The striped bass fishery is the largest marine recreational fishery in the U.S., driving $166 million in recreational fishing activity in Virginia alone. However, the economic value of striped bass fishing to Virginia has declined by over 50 percent in the past decade. <br /><br />“Industrial menhaden fishing in the Bay has almost wiped out striped bass fishing charters in the fall and winter,” says Bill Pappas, Owner, Playing Hookey Charters in Virginia Beach. “Nobody will book a trip when striped bass fishing is this bad.”<br /></p><p><strong>Science Points to Striped Bass Numbers Decline</strong></p><p>According to the latest science, menhaden reduction fishing contributes to a nearly 30-percent decline in striped bass numbers coastwide. Omega Protein, part of Cooke Inc., is responsible for this immense menhaden harvest, which is harming the most important striped bass nursery on the East Coast and undermining the sportfishing economy and small businesses throughout the Commonwealth. <title>Minnesota Recreational Boating Industry Stands Up for Boater Education</title>

PAUL, MINNESOTA, March 16 — The Marine Retailers Association of the Americas applauds members of the Minnesota recreational boating industry for their support of a Minnesota Boater Educational Bill during a Senate Committee on Environment and Natural Resources Policy and Legacy Finance committee. Jeremy Wiczek, Sales Manager at Nisswa Marine., Gabriel Jabbour, Owner of Tonka Bay Marina, and Jill C. Sims, Manager of Great Lakes Policy and Engagement for the National Marine Manufacturers Association all testified in support of the bill. <br /><br />SF 3392 will phase in mandatory boater education in Minnesota and set up educational requirements for boat rental operations. This carefully drafted bill included input from a large group of stakeholders ranging from boat dealers, manufacturers, rental operations, lake-property owners and members of the tourism sector, all of whom support this initiative. This bill is being introduced in response to a massive increase of boaters on Minnesota’s already crowded waters.<br /><br />“With over 18 years of experience in the boating industry, I have seen firsthand the increase of boaters on Minnesota waters,” says Jeremy Wiczek, Sales Manager at Nisswa Marine. “Marine dealers stand behind SF 3392 and boater education, as it is a piece of common-sense legislation that will only improve the fabric of Minnesota’s boating community by putting safer operators on the water.”</p><p>Currently, there are more than 825,000 registered boats on Minnesota waters, making it second to Florida. Furthermore, boater sales skyrocketed during the COVID-19 pandemic, putting an unprecedented number of new boaters on the water and emphasizing the need for more boater education.<br /><br />“While Minnesota boasts the second most registered boats in the country, where we are falling behind is in boater education and safety training,” says Jill C. Sims, Manager of Great Lakes Policy and Engagement, NMMA. “Of the top 10 boating states by registration, Minnesota is the only state that does not require boater education that extends beyond youth. The recreational boating industry has long championed proactive education measures and this move from the Minnesota legislature is a great step toward ensuring our boaters are safe on and near the water.”<br /><br />Boater education in Minnesota is supported not only by the recreational boating and fishing industry, but also law enforcement and by conservation, environment and lake association organizations like the Minnesota Lakes and Rivers Advocate and MNCOLA. <title>MRAA Joins Coalition to Submit Formal Recommendations to ‘America the Beautiful’ Initiative </title>

<description><![CDATA[WASHINGTON, D.C, March 16, 2022 — The Marine Retailers Association of the Americas and 44 other members of the Hunt Fish 30x30 Coalition submitted <a href="https://134102396-336184731583052398.preview.editmysite.com/uploads/1/3/4/1/134102396/sporting-conservation_community_comments_-_america_the_beautiful.pdf">formal comments</a> to the Federal Register regarding the American Conservation and Stewardship Atlas, a key component of the Biden Administration’s <a href="https://www.doi.gov/sites/doi.gov/files/report-conserving-and-restoring-america-the-beautiful-2021.pdf">“America the Beautiful” Initiative</a>, also referred to as “Thirty by Thirty.” The recommendations urge the Administration to identify the lands and waters considered to be “conserved” based on conservation outcomes rather than arbitrary criteria. The groups also highlight the importance of working with entities such as state fish and wildlife management agencies, regional fish and wildlife management authorities, tribes, conservation-focused NGOs and private landowners who are most knowledgeable and best equipped to advance pragmatic and successful conservation efforts throughout the U.S. <br /><br />“Thirty by Thirty” is a global initiative started by the environmental community that seeks to protect the Earth’s biodiversity and address climate change by protecting 30 percent of the planet’s lands and waters by the year 2030. “Thirty by Thirty” proposals were originally linked to global land and water protected area targets established by the United Nation’s Convention on Biological Diversity.<br /><br />“We are honored to endorse the recommendations made by the Hunt Fish 30x30 Coalition, as this group ensures that conservation is done in a way that preserves access for boater, anglers, hunter and all other types of outdoor enthusiasts,” said Chad Tokowicz, Government Relations Manager for the MRAA. “Users of these resources are the best conservationists and it is imperative the we develop a 30x30 plan that includes those who have been lifelong stewards of the very resources it seeks to benefit.”<br /><br />The Hunt Fish 30x30 Coalition’s recommendations reflect the priorities first outlined in the <a href="https://www.huntfish3030.com/hunting--fishing-community-statement.html">“Hunting and Fishing Community Statement on the 30x30 Initiative”</a> that was developed in response to “Thirty by Thirty” legislation introduced at the state level in 2020. In the statement signed by 66 sporting-conservation organizations, the Coalition highlights the important role sportsmen and sportswomen have played and continue to play in the conservation of fish, wildlife and natural ecosystems in the United States. <br /><br />Recognizing this history of conservation successes, the current recommendations present an opportunity to advance pragmatic, effective conservation efforts while identifying several existing measures that should be included in the Atlas. The updated recommendations focus on empowering the entities best equipped to identify and advance effective conservation solutions by strongly encouraging the Administration to partner with these organizations during the development of the Atlas. February 8, 2022 – The Marine Retailers Association of the Americas and others in the Outdoor Recreation Roundtable (ORR) are fully supporting U.S. Senate Majority Leader Charles E. Schumer (D-NY) and Senator Michael Bennet’s (D-CO) newly introduced Rural Outdoor Investment (ROI) Act. This bill provides much-needed capital for rural communities seeking to build and plan for recreation economies. <br /><br />“It is no secret the power of the outdoor recreation economy, which comprised 1.8 percent of the United States GDP in 2020, benefitting communities across America, as people engaged in pastimes like recreational boating and fishing, hiking and mountain biking,” said Chad Tokowicz, MRAA Government Relations Manager. “The ROI Act provides tools to rural communities, so they can get a piece of this growing market sector. The outdoor recreation economy can be a crucial addition to a community by creating additional jobs and increasing revenue at local businesses through ancillary purchases.”<br /><br />If passed, the ROI Act’s funding could not come at a better time. Outdoor recreation participation sky-rocketed during the pandemic and shows no signs of receding. Additionally, economic studies confirm that rural communities that plan for and invest in recreation businesses, access and infrastructure are more resilient and grow faster with more sustainable economic development.<br /><br />The ROI Act will provide:<br />•	$30 million for public works through the Economic Development Administration (EDA). This would fund necessary infrastructure improvements from signage to boat ramps to new trails.<br />•	$5 million for grants through EDA for communities to create recreation economy plans that optimize their natural spaces including marketing, branding, business development, fundraising and tourism management.<br />•	$2.5 million in university partnerships to promote place-based research, education and technical assistance to local stakeholders and businesses for this high-growth sector.<br />•	$12.5 million for the Recreation Economy for Rural Communities (RERC) grants for main street revitalization through outdoor recreation.<br /><br />“The Rural Outdoor Investment Act will create common-sense changes to pre-existing programs and direct money to communities to help bolster and grow their outdoor recreation economies,” says Jeff Strong, Vice Chairman, MRAA Board and President, Strong’s Marine, Mattituck, N.Y. “From additional funding to improve boat ramps to money aimed at helping communities market their recreational offerings, this bill will benefit the recreational boating industry, boaters and anglers and rural communities.”<br /><br />“Rural communities across the country are dealing with economic and infrastructure challenges stemming from COVID-19, climate change and transitioning economies, all while trying to seize opportunities from massive shifts in workforce and the influx of Americans seeking the outdoors,” says Jessica Turner, ORR President. “The Rural Outdoor Investment Act will provide much-needed planning, infrastructure and business support to communities as they attract a remote workforce, grow jobs, welcome visitors and strengthen their economies through outdoor recreation. <title>Minnesota Dealers Stand Up Against Harmful Legislation</title>

PAUL, February 3, 2022 — The Marine Retailers Association of the Americas applauds engagement efforts by Minnesota members during a recent House Commerce, Finance and Policy Committee Meeting on HF 1156, Right to Repair legislation. Steve Chesky, Senior Support Mobile Specialist and Co-Owner of Dan’s Southside Marine, located in Bloomington, Minn., provided oral testimony during the hearing that highlighted his concerns on the legislation.</p><p>HF 1156, or the “Digital Fair Repair Act,” falls into the broad category of “Right to Repair” legislation and in short, would give consumers unfettered access to source code and programmable features of electronics, including marine engines. While the intent of the legislation is to allow consumers to do their own repairs — which marine dealers already facilitate — it poses a myriad of safety, emissions and liability concerns. <br /><br />“We are committed to helping our customers do their own repairs and offer free user manuals and feature a comprehensive parts store chock full of OEM and aftermarket parts,” says Steve Chesky. “Unfortunately, HF 1156 would make it possible for consumers to void important safety and emissions features programmed into marine engines. Not only would the removal of safety features potentially harm boaters, but also they would cause issues for retailers who buy and sell pre-owned vessels. Making it nearly impossible for us to assure that the next customer is receiving a vessel that has not been tampered with.”<br /><br />Chesky, a long-time advocate for Minnesota boat dealers, previously spoke against Right to Repair legislation in 2019. Lori Sanborn, Owner of Handberg’s Marina in Crane Lake, Minn., also added her voice to the choir of marine businesses detesting the legislation.<br /><br />“Handberg’s Marina has been serving the Crane Lake area for over 96 years, and HF 1156 could not only endanger our customers, but also tarnish the reputation of our business,” says Sanborn. “For nearly 100 years, Handberg’s has been dedicated to getting folks on the water and creating lasting memories on Crane Lake. The last thing we want is for customers to make potentially harmful modifications to their boats and ruin what otherwise would be a fun-filled day with friends and family.” <br /><br />Minnesota dealers stepped up to highlight the safety issues and liability concerns, while the National Marine Manufacturers Association also highlighted the issue the bill presents for the manufacturers of marine engines and components. <br /><br />“In order to comply with the Clean Air Act and EPA mandates, recreational marine engine manufacturers cannot provide access to pollution control devices, something that HF 1156 makes possible,” says Jill C. Sims, Manager of Great Lakes Policy and Engagement for the NMMA. “HF 1156 requires manufacturers to give the general public access to these ‘locked’ sections of software and emission controls, however, manufacturers simply cannot, under federal law, facilitate access to these protected areas.”<br /><br />To reinforce industry opposition, MRAA also submitted testimony, which can be <a href="https://www.mraa.com/page/LettersTestimonials">found here</a>. <title>Advisory Council of Marine Associations Convenes at Dealer Week 2021 </title>

<description><![CDATA[Dealer Week is the place to meet manufacturers, connect with fellow dealers, learn how to improve your dealership and make progress on Dealer Certification. It’s also where MRAA’s advocacy efforts continue and grow. At <a href="http://www.dealerweek.com">Dealer Week</a> 2021 in December in Austin, Texas, the Advisory Council of Marine Associations (ACMA) convened for its first meeting since 2019.  <br /><br />Held Monday, Dec. 6, the ACMA meeting featured State Marine Trade Association (MTA) representatives from around the country. The purpose of this annual meeting is to unite  MTA leaders and discuss the previous year’s policy priorities. The group’s focus then shifted to the upcoming year, which included drafting a set of policy resolutions to guide our future engagements. The meeting and resolution creation play an integral part of MRAA’s advocacy efforts because it creates better alignment with state partners and their objectives.<br /><br />MRAA’s advocacy is focused on helping the businesses of our members and the boating industry at large, so the annual ACMA meeting presents a nation-wide perspective. Synergy between national and state associations across the country creates strong coalitions that collaborate on issues at various levels of government. <br /><br />This year’s meeting had policy discussions and critical conversations on how to enhance ACMA for increased participation and efficient processes that benefit of our industry. By way of structural changes, we discussed adding another meeting at the National Marine Trade Council (NMTC) Meeting to serve as a midyear check-in on resolution items.  Additionally, an ACMA handbook will be created that will outline its history, purpose and requirement for membership.<br /><br />The overall sentiment at the ACMA meeting was, “it is good to be back!” This meeting reminded us all about the dedication and passion we put forth to support the boating industry, by identifying issues and finding solutions in collaboration to benefit our members. <description><![CDATA[At MRAA’s Dealer Week, there is no shortage of learning opportunities and events to keep you busy. And that was especially true this past December at our inaugural stop in Austin, where there was even more to do in the name of exploring. Austin, known as the live music capital of the world, played an excellent host, offering a myriad of bars and live music on Rainey Street, and great place for friends and colleagues to reconnect. In fact, it was MRAA’s first live conference in more than 725 days. For me, it was<br />wonderful to see everyone at the BoatPAC reception! <br /><br />The BoatPAC reception was held the night of Tuesday, Dec. 7 at the Moonshine Bar and Grill. The reception invited <a href="http://www.dealerweek.com">Dealer Week</a> attendees to reconnect and help raise money for the BoatPAC. This reception produced our largest attendance to date with more than 100 guests. We raised $4,000 for the PAC! I want to personally thank all our attendees for supporting our advocacy efforts. This includes a special thank you to Yamaha, Smoker Craft, Correct Craft and the Mount Dora Boating Center for sponsoring this event. The massive turnout at the reception shows there is an appetite to support MRAA’s advocacy efforts and get involved.<br /><br />I know that not everyone may understand what BoatPAC is and why it’s contributions are important. BoatPAC is a political action committee (PAC) and is used to support members of Congress and candidates running for public office. BoatPAC is special though, as we are the only PAC focused on furthering the goals of the U.S. recreational boating industry. The contributions made through BoatPAC keep MRAA and our partners at the table and our priorities top of mind with key decision makers. Since its inception BoatPAC has been instrumental in elevating the issues of the boating industry. <title>Indiana Wakesurfing Bill Advances to House</title>

<description><![CDATA[<p><em>Indiana Senate Bill Supported by Boating Industry </em></p><p>Indiana’s Senate Bill 187 (SB 187), introduced by Senator Susan Glick (R-13), passed in the state Senate last week with a vote of 40-6. SB 187 has the broad support of the recreational boating industry, including the National Marine Manufacturers Association (NMMA), Water Sports Industry Association (WSIA) and the Marine Retailers Association of the Americas (MRAA).<br /><br />This bill is an important step to protecting MRAA member businesses in Indiana and nationwide. Recently, wakesurfing has been scrutinized by a variety of stakeholders and faced proposed regulations to severely restrict the activity. The popularity of wake boats has soared in the last few years and, through shared info from our members, we understand that improved sales figures have also been bolstered by these high-grossing vessels. In an effort to cultivate a member-friendly business environment and assure the fast-growing recreational pastime remains accessible, MRAA and its industry partners are dedicated to advocating for policy to increase user safety. <br /><br />SB187 will establish important and sensible safety measures, in addition to aligning wakesurfing and wakeboarding with other watersports. SB187 will:<br />•	Clearly and appropriately define the activities of wakeboarding and wakesurfing.<br />•	Prohibit wakeboarding and wakesurfing at night.<br />•	Prohibit wakesurfing behind a vessel in which the propeller extends beyond the transom or swim platform.<br />•	Align the activity of wakesurfing and wakeboarding on small public freshwater lakes (70-300 acres) to be consistent with the lakes speed limit exemption, which will establish unity and consistency among watersports.<br />•	Establish a formal petition process for property owners on public freshwater lakes to petition the Natural Resource Commission (NRC) to adopt additional regulations. Petitions require participation of half the abutting property owners and a public hearing.<br /><br />The bill, sponsored by Representative David Abbott (R-82), now heads to the House, will be assigned to the Natural Resources Committee and await a hearing. <title>Final Washington State Marine Excise Tax Reflects Input from Boating Industry</title>

<description><![CDATA[WASHINGTON, DC, November 11, 2021 — After numerous hearings and constant input from the recreational boating industry, the Washington State Department of Revenue (DOR) finalized the watercraft excise tax depreciation schedule. Approved October 21, the Final DOR Rule, which reflected input from marine industry stakeholders, ultimately places less of a financial burden on boat owners than the originally proposed excise tax schedule.  <br /><br />MRAA joined regional and national groups, such as BoatUS, Recreational Boating Association of Washington, Northwest Marine Trade Association, Washington Retail Association and Washington Maritime Federation, to provide input on the initial proposal. Originally, the proposed depreciation schedule would have put an unfair burden on boat owners and did not reflect national watercraft depreciation averages. Furthermore, boats are the only recreational vehicle subject to a depreciation excise tax in Washington State, already placing an additional financial burden on boat owners.<br /><br />The final rule, which goes into effect January 1, 2022, reflects significant changes from the initially proposed watercraft excise tax depreciation schedule, due the input provided by MRAA and the coalition affiliates. Recreational boaters in Washington will save money annually with these changes in place, as they will be subject to less and more accurate taxes.<br /> <br />For example, if you own a powerboat more than 30 feet in length, under the&nbsp;current&nbsp; schedule, your Excise Tax for your second year owned would be based on your vessel holding 89 percent of its value. Under the Draft Rule issued in June,&nbsp;that would have gone all the way up to 97 percent. After our unified input, both the Draft Rule issued in July and the Final Rule, reduced that figure to 83 percent.&nbsp;If an owner purchased their vessel for $40,000, under the Final Rule, they would pay a lesser fee of $116. <title>2020 Outdoor Recreation Satellite Account Data Highlights Surge in Recreational Boating</title>

<description><![CDATA[WASHINGTON, D.C., November 9, 2021 — Today, the U.S. Bureau of Economic Analysis (BEA) released economic data from the 2020 Outdoor Recreation Satellite Account, which detailed the outdoor recreation economy’s powerful and positive impact on the overall U.S. economy. These new numbers found that outdoor recreation generated $689 billion in economic output in 2020 and supported 4.3 million jobs. The data also captured the surge in recreational boating that took place throughout the pandemic. <br /><br />With cabin fever from lockdowns and gathering restrictions, people looked for more outdoor activities to participate in with their friends and family, leading many to become first-time boat owners. The BEA data highlighted that recreational boating and fishing were “the largest conventional activity for the nation as a whole at $30.8 billion in current-dollar value added and was the largest conventional activity in 39 states and the District of Columbia. Florida ($3.8 billion), California ($2.8 billion), and Texas ($2.8 billion) were the largest contributors to U.S. value added for the activity.” Boat sales saw record numbers during 2020 and reached a 13-year high with almost 320,000 units sold, a 13-percent increase when compared to 2019 and 31% of all sales made by first-time boat buyers. <br /><br />“The BEA’s data demonstrates that at all times, and particularly during the pandemic, people turn to the outdoors and the water to escape the stress of day-to-day life,” said Matt Gruhn, President of the Marine Retailers Association of the Americas. “Even throughout a year filled with challenges caused by the pandemic, the outdoor recreation economy, and boating in particular, proved they could not only provide a safe, healthy means for recreation, but also continued to support jobs and communities throughout the country.” <br /><br />As a whole, the 2020 data highlights how the outdoor industry, despite the impact of widespread public lands and business closures, suspended trips, and travel, gathering restrictions, supply chain issues and more, continued to support communities across the country during the pandemic. Prior to 2020, the outdoor recreation economy was growing faster than the economy in every indicator and served as a resilient economic growth engine and job creator.   <br /><br /><span style="text-decoration: underline;">Key Highlights from 2020 data on the outdoor recreation economy:<br /></span>&nbsp; &nbsp; &nbsp;• Outdoor recreation generated $689 billion in gross output during a year of shutdowns and closures, and 4.3 million jobs in communities across the country.<br />&nbsp; &nbsp; &nbsp;• Industry segments like boating and fishing, biking, camping and RVing, hunting and shooting sports, and powersports experienced record sales and unprecedented growth.<br />&nbsp; &nbsp; &nbsp;• Outdoor participation soared, especially close-to-home recreation, highlighting the importance of better access to the outdoors for all communities.<br />&nbsp; &nbsp; &nbsp;• Americans’ prioritization of outdoor recreation continues into 2021 with strong numbers in participation and sales data.<br /><br />“Despite the pandemic, public lands and water closures, canceled trips and travel, gathering restrictions, supply chain issues and more, the outdoor recreation economy is a huge contributor to national and local economies,” said Jessica Turner, president of the Outdoor Recreation Roundtable (ORR). “This data, along with what we have seen throughout the past year and a half, proves how vital continued investments in our public lands and waters and recreation infrastructure are to the national and local economies and how communities big and small, rural and urban, benefit from outdoor recreation.”<br /><br />“COVID-19 inspired huge participation growth in 2020, as outdoor spaces became places of refuge to safely socialize, improve physical and mental health, connect with family and recover from screen fatigue,” said Lise Aangeenbrug, executive director of the Outdoor Industry Association. “In 2020, 53 percent of Americans ages 6 and over participated in outdoor recreation at least once, the highest participation rate on record. Remarkably, 7.1 million more Americans participated in outdoor recreation in 2020 than in the year prior. Early indications are this trend continued into 2021 and sales data comparing August 2020 to August 2021 show that the sales of tents, backpacks, coolers and camping equipment, trail running shoes, and other outdoor gear are up more than 20 percent year over year.”<br /><br />“Since the onset of the COVID-19 pandemic, the demand for recreational boating has surged, with new, younger, and more diverse consumers driving record sales for our industry,” said Frank Hugelmeyer, president of the National Marine Manufacturers Association (NMMA). “Looking ahead, we expect consumer interest and sales to remain strong through 2021 and beyond as Americans continue to discover the benefits and joys of being on the water.”<br /><br />“As the BEA numbers indicate, 2020 was an extraordinary year for recreational fishing,” said Glenn Hughes, president of the American Sportfishing Association and ORR’s Vice Chairman. “When the COVID-19 pandemic took hold, people turned to the outdoors like never before. In the statement, which has currently been signed by 66 sporting-conservation organizations, the Coalition highlights the important role that sportsmen and women have played in the conservation of fish, wildlife, and natural ecosystems in the United States. <title>2021-2022 Station Rules Expand Boating Opportunities on Hatcheries and Wildlife Refuges</title>

<description><![CDATA[<p>The Fish and Wildlife Service recently finalized rules that would expand, fishing, hunting, and boating opportunities on National Wildlife Refuges (NWR) and National Fish Hatcheries (NFH) throughout the country. These additional opportunities are celebrated by the recreational boating, fishing, and conservation community as they will create more opportunities for Americans to engage in their favorite pastimes. <br /><br />The 2021-2022 Station Specific Rules, which were put into effect on August 31st, 2021, open, for the first time seven NWRs and one NFH that were previously closed to hunting and sportfishing. Additionally, opportunities for hunting and sportfishing were expanded on 88 other NWRs further creating opportunities for Americans to recreate and enjoy the outdoors.<br /><br />“We are excited to see the Fish and Wildlife Service continue to open and expand sport fishing and hunting opportunities on National Wildlife Refuges and National Fish Hatcheries throughout the country,” said Chad Tokowicz, Government Relations Manager for the Marine Retailers Association of the Americas. “Many National Wildlife Refuges facilitate fishing from both motorized and non-motorized watercraft, and it is our hope that these additional opportunities will get more Americans on the water and exploring opportunities close to their homes.” <br /><br />As estimated by the U.S. Fish and Wildlife Service, these changes will result in an additional 25,885 fishing days and yield an additional $1.4 million in recreation-related expenditures that will likely benefit small businesses located near the NWRs and NFHs. The expansion of these opportunities was spurred by Department of Interior Secretarial Orders <a href="https://www.doi.gov/sites/doi.gov/files/uploads/signed_so_3356.pdf" target="_blank">3356</a> and <a href="https://www.doi.gov/sites/doi.gov/files/uploads/signed_so_3366.pdf" target="_blank">3366</a> which were signed respectively on September 15th, 2017 and April 18th, 2018. <title>Infrastructure Bill Clears Senate, Budget Reconciliation to Follow</title>

<description><![CDATA[On Tuesday, the United States Senate passed the bipartisan infrastructure bill, H.R. 3864, by a vote of 69-30. This bill, totaling a $1 trillion investment in our nation’s infrastructure, includes many priorities and measures that will benefit the recreational boating industry. Just after passage, the Senate quickly shifted attention to the Budget Reconciliation process – voting 50-49 to adopt a $3.5 trillion budget blueprint.<br /><br />The Senate passed infrastructure bill contains a variety of provisions key to the recreational boating community:<br /><ul><li>Reauthorizes the $750 million Sport Fish Restoration and Boating Trust Fund — a user-pay, user-benefit system, and the backbone of aquatic conservation projects across the country.</li><li>$10 billion to support U.S. Army Corps of Engineers (USACE) recreation infrastructure priorities. (Note: USACE manages 12 million acres of recreation lands and waters, with 256 million American visiting USACE managed recreation sites each year.)</li><li>$455 million annually for five years for the Department of Transportation's Port Infrastructure Development Program (PIDP), which will allow significant improvements to port facilities on coasts, rivers, and the Great Lakes.</li><li>$7 billion for USACE infrastructure priorities, which includes funding for projects on storm damage reduction and coastal storm risk management.</li><li>$4.35 billion for Western water infrastructure, which will promote ecosystem restoration and make boating access more resilient across the West.</li></ul><p>The House, which is out on recess and slated to return on Aug. 23, has set its sights on passing the Budget Reconciliation bill before passing the Infrastructure Bill as there is a Sept. 14 deadline. Although still skeletal and requiring further development, the Budget Reconciliation bill aims to expand Medicare, combat climate change, and boost federal safety net programs. Although this bill is broad in scope, there is a focus on coastal resiliency and funding for Small Business Administration programs, two items that will benefit the recreational boating industry. <br /></p><p>Reconciliation, the process by which the $3.5 trillion budget is being moved, is a special procedure that makes legislation easier to pass in the Senate. Instead of needing 60 votes to exit the Senate, these bills only need a simple majority. Each year, Congress sets total spending, revenues, the surplus or deficit, and the public debt. Reconciliation directs committees to recommend changes in spending, revenues, deficits, and/or the debt limit. Next, committees are provided with buckets of funding and may choose to increase costs in some areas as well as reduce costs in others so long as the net budgetary effect of a committee proposals is in line with its instruction. These recommendations are then sent to the Budget Committee who then reports these to the House floor.<br /></p><p>Reconciliation is currently still in its early stages and the bill will go through a variety of changes as both the House and Senate make edits throughout the process. <description><![CDATA[WASHINGTON, DC, August 6, 2021 — The Marine Retailers Association of the Americas applauds the Senate for its work on the bipartisan infrastructure package that includes various priorities of the recreational boating industry.<br /><br />After weeks of negotiations between Senators and the White House, The <a href="https://www.whitehouse.gov/briefing-room/statements-releases/2021/08/03/fact-sheet-bipartisan-infrastructure-investment-and-jobs-act-advancing-economic-and-public-health-opportunities-for-communities-of-color/">Infrastructure Investment and Jobs Act </a>is making its way to a vote on the Senate Floor. Referred to as an infrastructure package, this large bill totals $550 billion in new spending and will support a variety of infrastructure priorities from our nation’s waterways and roads to investments in clean energy and electric vehicles. Due to its large scope, this bill contains a variety of provisions that will benefit the recreational marine industry, including the efficient transportation of boats and making coastal communities more resilient. <br /><br />“The Infrastructure Investment and Jobs Act is a comprehensive piece of legislation that will only help bolster and grow our nations $170.3 billion recreational boating industry,” said Chad Tokowicz, Government Relations Manager for the MRAA. “Although the bill is in its final stages and is slated to be passed soon, we need your voice. Please encourage your Senator to support the bill.”<br /><br />Action Alert: Please <a href="https://www.boatingunited.org/take-action/invest-in-infrastructure/">click here</a> to tell your Member of Congress to support the recreational boating industry and invest in outdoor recreation infrastructure by supporting the Infrastructure Investment and Jobs Act. <br /><br />Of the $17 billion included for ports and waterways, MRAA and Boating United support the following measures:<br /><ul><li>Roughly $10 billion to support US Army Corps of Engineers (USACE) infrastructure priorities, which includes a dedicated amount for repairing damages to USACE projects caused by natural disasters, helping to provide updates for key recreational areas;</li><li>$455 million annually for five years for the Department of Transportation's Port Infrastructure Development Program (PIDP), which will allow significant improvements to port facilities on coasts, rivers, and the Great Lakes;</li><li>$5 million annually for five years for the Marine Highways Program funds, which will work to expand the use of America's navigable waters and expand marine highway service options; and</li><li>$429 million for US Coast Guard infrastructure priorities, which includes funding for shore construction infrastructure and facility deficiency needs that the Coast Guard relies on to provide services and protect the public.</li></ul>Furthermore, the comprehensive package will also reauthorize the $650 million Sport Fish Restoration and Boating Trust Fund, a user pay, user benefit program that is funded through excise taxes and import duties on fishing equipment and motorboat and small engine fuel. This program then funds conservation projects throughout the country such as boating access and fisheries projects. <title>Small Business Administration Streamlines Paycheck Protection Program Forgiveness with Direct Portal</title>

<description><![CDATA[<p>In efforts to streamline Paycheck Protection Program loan forgiveness the Small Business Administration (SBA) has created a new portal which will allow borrowers to apply for forgiveness directly through the SBA.<br /><br />The new forgiveness platform, which will go live on August 4th, 2021, was created to help small businesses get relief as fast as possible. The portal can be used by any businesses with loans less than $150,000 provided through participating lenders. According to <a href="http://federalpay.org/" target="_blank">FederalPay.org</a>, a free public resource for U.S. government employees, businesses that classified themselves as boat dealers accounted for 3,914 PPP loans totaling more than $340 million, as of December 1, 2020. The average PPP loan taken by a business classified as a boat dealer was $86,846, and 84.6 of those businesses received loans amounting to less than $150,000. Furthermore, over 600 banks have opted in to participate in the direct forgiveness program, enabling over 2.17 million borrowers to apply for direct forgiveness.<br /><br />“It is great to see the SBA doing what they can to take the burden off of small businesses during these difficult times,” said Chad Tokowicz, Government Relations Manager for the Marine Retailers Association of the Americas. “Allowing loan forgiveness to go directly through the SBA and not a bank will save our members and other businesses in the boating industry time, which is at a premium at this point of the season.”<br /><br />The SBA is also setting up a PPP customer service team to answer any questions and assist borrowers directly with their forgiveness applications. <title>MRAA Member Testifies Before U.S. Congress, Asks for Passage of PREPARE Act</title>

<description><![CDATA[Marine Retailers Association of the Americas member Rick Chapman, General Manager of The Port of Sunnyside Club, Inc., testified this week before the  Small Business Subcommittee on Oversight, Investigations, and Regulations and advocated for the passage of the Providing Resources for Emergency Preparedness and Resilient Enterprises (PREPARE) Act.<br /><br />The hearing, titled “SBA’s Role in Climate Solutions,” explored how the Small Business Administration can facilitate access to capital for climate change mitigation investments and resilience efforts. The hearing highlighted various federal programs and services, which can support small businesses, while also looking at areas in need of improvement. The boating industry is no stranger to these impacts, as facilities like marinas and dealerships are prone to extreme weather events and gradual sea level rise. <br /><br />“2020 was the sixth-consecutive year in which 10 or more billion-dollar weather and climate disaster events have impacted the United States,” said Marine Retailers Association of the Americas Government Relations Manager Chad Tokowicz. “This increase has a direct impact on the small businesses that help drive economic recovery. Now, more than ever, it is imperative that those small businesses are equipped to protect themselves from the existential threat that disasters pose.”<br /><br />During the hearing, Chapman highlighted how investment in the resilience of marine business is critical for his marina, which is based on the St. Croix River in Stillwater, Minn., to stand the test of climate change. He highlighted how Minnesota is impacted by a variety of extreme weather ranging from drought and floods, to extreme heat and tornados, while underscoring the need to address these weather events before they happen and build resilient business infrastructure. <br /><br />“To accomplish this, Congress should include language from the Providing Resources for Emergency Preparedness and Resilient Enterprises (PREPARE) Act in the resiliency title of any infrastructure package that moves forward to allow small businesses to access much-needed capital to invest in disaster-resilient infrastructure” Chapman noted in his testimony. “This landmark legislation would allow the SBA to make low-interest, fixed-rate loans of up to $500,000 to small businesses to invest in their properties to protect facilities, real estate, and contents from natural disasters.”<br /><br />While the SBA does have disaster loans for businesses to use after extreme weather or natural disasters, there are currently no programs to help businesses to protect their businesses in preparation of these types of events. This legislation will be instrumental in helping the boating industry, as well as others in the outdoor recreation space, protect their businesses and investments from climate change. <title>OSHA Releases New Guidance to Protect Workers and Mitigate Spread of COVID-19</title>

<description><![CDATA[The Occupational Safety and Health Administration (OSHA) updated its guidance in June on ways to mitigate and prevent the spread of COVID-19 in the workplace.<br /><br />With just under half the U.S. population fully vaccinated, the updated guidance focuses on protections for unvaccinated and otherwise at-risk workers.<br /><br />“At-risk workers” are any employees who may have a condition that affects their ability to have a full immune response to the vaccination and those who cannot be protected through a vaccine, who cannot get vaccinated, or who cannot use a face covering.<br /><br />The recommendations center on reducing the likelihood that an unvaccinated or at-risk worker comes into contact with COVID-19. <a href="https://www.osha.gov/coronavirus/safework" target="_blank">The full set of recommendations can be found here</a>. The first three recommendations are:<ol><li>Grant paid time off for employees to get vaccinated.</li><li>Instruct any workers who are infected, unvaccinated workers who have had close contact with someone who tested positive for SARS-CoV-2, and all workers with COVID-19 symptoms to stay home from work.</li><li>Implement physical distancing for unvaccinated and otherwise at-risk workers in all communal work areas.</li></ol>“Boat retailers have been focused on the safety of their customers and staff throughout the pandemic, and it is encouraging to see OSHA provide updated guidance to assist employers,” said Chad Tokowicz, Government Relations Manager for the Marine Retailers Association of the Americas. <br /><br />Since the guidance is not a standard or regulation and only contains recommendations, there is no legal obligation follow the guidelines. Instead, it is intended to assist employers in identifying hazards likely to cause death or harm to their employees. <description><![CDATA[The Marine Retailers Association of the Americas wants to remind businesses in the marine industry who utilized Paycheck Protection Program (PPP) Loans that the deadline to apply for forgiveness is fast approaching.<br /><br />PPP loans provided a major relief to small businesses during the COVID-19 pandemic, giving businesses additional funds for payroll and other expenses. To further reduce the burden on small businesses, the loans, if used correctly, may be forgiven altogether. <br /><br />“We want to remind our members and others in the marine industry to, if eligible, apply for PPP Loan forgiveness,” said Chad Tokowicz, Government Relations Manager for the Marine Retailers Association of the Americas. “While the PPP loans were helpful in injecting capital into many industry businesses, forgiveness is another important aspect of the program.” <br /><br />In order to be forgiven, 60 percent of a PPP loan must be spent on payroll and the remaining 40 percent spent on other eligible expenses. The Consolidated Appropriations Act of 2021 (the second stimulus bill) expanded eligible expenses from rent, utilities and the interest portion of any mortgage payment to include:<br /><ul><li>Operating Expenditures</li><li>Property damage costs</li><li>Supplier costs</li><li>Worker protection expenditures</li></ul>Timing and expenses are two of the most important aspects for PPP forgiveness. You must only spend the loan on eligible expenses and your application for forgiveness must be completed within the specified timeline. Borrowers can apply for forgiveness once all loan proceeds for which the borrower is requesting forgiveness has been used. <title>MRAA Submits Public Comment to Federal Trade Commission ahead of Right to Repair Decision</title>

<description><![CDATA[The Marine Retailers Association of the Americas submitted comment to a newly proposed policy statement on repair restrictions by manufacturers and sellers by the Federal Trade Commission (FTC).<br /><br />Following President Joe Biden’s July 9 Executive Order, Promoting Competition in the American Economy, the FTC announced an open meeting of the Commission on July 21. Before the Commission are three items of business, of which the proposed policy statement on repair restrictions imposed by manufacturers and sellers, or in layman’s terms “Right to Repair,” is of particular interest to the MRAA.<br /><br />MRAA has long been involved in pushing back against state-level “Right to Repair” legislation, which aims to give unrestricted access to a machine’s embedded software and digital componentry. While Right to Repair advocates are oftentimes focused on having the ability to repair their own iPhone, computers, and other similar tech devices, these sweeping changes would encompass everything from boat engines and radar to medical devices and farm equipment. <br /><br />“While we appreciate the opportunity to provide input on the proposed policy statement, we hope that the Commission takes into account the outcry and discontent from various stakeholders as well,” said Chad Tokowicz, Government Relations Manager at the MRAA. “Although we support giving recreational boaters the tools and know-how to fix their own vessels, we cannot ignore glaring safety and emissions concerns and hope the Commission will work with the industry to remedy these issues.”<br /><br />MRAA has been working closely with the Coalition Opposed to Illegal Tampering over the past two years and has weighed in on Right to Repair legislation in at least four states. Although Right to Repair legislation was introduced in 14 states in 2021, the bills faced stiff criticism and not a single iteration passed into law. With the recent Executive Order, various state bills, and even Federal legislation, MRAA asks the Commission to include the association in their rulemaking process to address concerns from the marine industry and others.<br /><br />“The Coalition Opposed to Illegal Tampering supports end-users repairing their own equipment, but we cannot stand by as legislation, executive orders, and regulation is proposed which would encourage and foster illegal tampering of safety and emissions standards,” said Josh Evans, Vice President of Government Relations and General Counsel for the Equipment Dealers Association. “We must educate our government and the public on the consequences of this type of legislation. Ontario is entering Step Three of its reopening efforts at 12:01 a.m., Friday, July 16.</p><p>"Thank you members for working tirelessly to keep your families, staff and customers safe, all of your hard work is finally paying off!
